Commission opens in-depth investigation into Polish regional aid for MAN Trucks factory expansion

The European Commission has launched an in‑depth investigation to assess whether approximately EUR 26 million in investment aid granted by Poland to MAN Trucks Sp. z o.o. for expanding the capacity of its factory in Niepołomice complies with EU State aid rules. The planned investment, located in the Malopolskie region eligible for regional aid, is expected to create around 1,400 new jobs.

The aid package consists of a direct grant of about EUR 2.4 million and a corporate income tax exemption of about EUR 23.7 million. Although Poland has decided to award the aid, its payment has been suspended pending the Commission’s approval.

At this stage, the Commission acknowledges that the investment could contribute to economic development in a disadvantaged region but has expressed doubts regarding its compliance with the Regional State Aid Guidelines. The Commission has doubts in particular as to whether the aid is limited to what is necessary and it has a genuine incentive effect. The in‑depth investigation will examine, among other things, whether the investment decision was directly triggered by the aid or would have proceeded in any event.
