Commission adopts temporary State aid framework to address economic impact of Middle East crisis
The Commission has adopted the Middle East Crisis Temporary State Aid Framework (METSAF), to support sectors most affected by the ongoing geopolitical situation. Applicable until 31 December 2026, the framework enables Member States to provide targeted support to agriculture, fisheries, transport and energy-intensive industries, helping to mitigate the impact of rising fuel, fertiliser and electricity costs. While maintaining the EU’s long-term commitment to the green transition, the framework allows for rapid intervention to prevent lasting damage to vulnerable sectors.
Under the METSAF, Member States may compensate up to 70% of additional costs linked to fuel and fertiliser price increases, with simplified aid options of up to EUR 50,000 per beneficiary.
The framework also introduces greater flexibility under the Clean Industrial Deal State Aid Framework (CISAF), allowing increased aid intensity for electricity price relief schemes.
All measures remain subject to notification but benefit from a fast-track approval process, ensuring timely and proportionate support in response to the crisis.
