Commission approves EUR 408 million State aid scheme to support decarbonisation of manufacturing industry in Spain under CISAF

The Commission has approved a EUR 408 million Spanish State aid scheme to support the decarbonisation of manufacturing industry, in line with the objectives of the Clean Industrial Deal. Funded under the  Recovery and Resilience Facility, the measure aims to reduce greenhouse gas emissions and improve energy efficiency across a wide range of industrial sectors, including chemicals, ceramics, paper and metallurgy, with expected annual emissions savings of around 1.6 million tonnes of CO₂.

The scheme will provide direct grants to companies of all sizes to support investments such as electrification, the use of renewable or low-carbon hydrogen, waste heat recovery and carbon capture technologies.

The Commission approved the measure under sections 3 and 5 of the Clean Industrial Deal State Aid Framework (CISAF), noting that it is necessary, appropriate and proportionate, while limiting distortions of competition through safeguards such as aid caps and a prohibition on capacity increases.
