Commission greenlights increase of EUR 78 Million for Dutch Scheme to Cut Nitrogen depositions in nature conservation areas

The scheme offers compensation to livestock farmers who voluntarily shut down their operations in protected nature areas. The approved amendment increases the scheme’s budget by EUR 78 million, raising the total funding to EUR 128 million. The original scheme received Commission approval in August 2024.

The scheme aims to reduce nitrogen emissions from livestock farming in overburdened Natura 2000 areas, supporting EU environmental goals under the Birds and Habitats Directive. It promotes sustainable agriculture by offering direct grants to small and medium-sized Dutch farmers who voluntarily and permanently shut down high-impact breeding sites. The aid can cover up to 120% of eligible costs, including lost production and dismantling expenses. The scheme runs until October 2029.

The Commission approved the amendment under the 2022 Guidelines for State aid in the agricultural and forestry sectors and in rural areas, finding it necessary, appropriate and proportionate  to achieve the objective pursued.
