Commission invests EUR 14 billion in Horizon Europe to strengthen global research and innovation leadership

The Commission has adopted the EUR 14 billion Horizon Europe work programme for 2026–2027, aiming to accelerate the EU’s strategic priorities, including climate neutrality, wider use of trustworthy AI in research, and greater resilience.

The programme introduces new cross-disciplinary calls, notably EUR 540 million for Clean Industrial Deal technologies and EUR 90 million for AI in science and expands the New European Bauhaus Facility. It also boosts talent attraction through strengthened “Choose Europe” initiatives, including support for researchers, improved access to research infrastructures and measures to help start-ups and scale-ups.

Finally, the work programme is significantly simplified, featuring shorter calls, more lump-sum funding, SME-friendly topics and a wider use of two-stage evaluations to ease participation and reduce administrative burden.
