Commission invites Member States to use EUR 21.3 billion under SAFE to boost Defence Readiness and support to Ukraine
The Commission invites Member States to participate in the second call of the Security Action for Europe (SAFE) instrument, which has a budget of EUR 21.3 billion. The SAFE instrument is a key component of the Readiness 2030 plan and aims at accelerating investments in defence capacities and to reinforce Europe’s industrial defence base. Member States are also encouraged to use the funds to strengthen cooperation with Ukraine. They should likewise prioritise urgent needs in the areas of air defence and missile defence systems, drones and counter-drone systems, as well as ammunition and missiles.
The new funding opportunities available in this second call are part of the EUR,150 billion in long-maturity SAFE loans adopted in May 2025. The Commission has so far disbursed almost EUR 13.5 billion across 11 Member States, which had requested prefinancing.
