Commission opens public consultation on review of the GBER

The European Commission has opened a Call for Evidence and public consultation to gather input on the scope and content of a planned review of the General Block Exemption Regulation (GBER). The objective is to explore ways to simplify and update the GBER, with a view to reducing administrative burden for businesses and Member States while ensuring continued protection of fair competition in the internal market.

The initiative forms part of the Commission’s broader agenda to enhance Europe’s industrial competitiveness, as outlined in the EU’s Competitiveness Compass (see our C&S press release here) and the Clean Industrial Deal  (see our C&S press release here).

Through the consultation, the Commission is seeking feedback on the practical application of the GBER, its interpretation, and possibilities to further harmonise and streamline State aid rules. Input shall help to identify options to improve access to aid, in particular for SMEs, and speed up the implementation of support measures.

Stakeholders can respond to the consultation until 6 October 2025. Clayton & Segura can assist you to prepare and submit your feedback.
