Commission opens State-aid investigation into Danish and Swedish capital injection into Post Nord Logistics

The Commission has started an investigation to examine whether a capital injection of approximately 15.4 million EUR from PostNord Group AB into its subsidiary PostNord Logistics S/S (PNL) complies with EU State aid rules.

The investigation follows a 2023 partial annulment by the General Court of a 2020 Commission decision, which had rejected a complaint claiming that PNL had received State aid. The Court found that the the Commission’s previous assessment was incomplete, particularly regarding whether the injection was made by the Danish and Swedish States.

The Commission will assess whether the capital injection can be attributed to Denmark and Sweden, and whether it is market-conform, meaning it complies with the market economy operator principle.

Should it be determined that the capital injection constitutes State aid, an additional procedure will be carried out to determine if the state aid is compatible with the EU Internal Market. The opening allows Denmark, Sweden, and interested third parties, including PNL, to provide their own input on the matter; the outcome of the investigation has not yet been determined as this process is still ongoing. The non-confidential version of the decision will be published under case numbers SA.52489 and SA.52658 once confidentiality issues are resolved.
