ECA Special report on RRF support for an improved business environment published
The European Court of Auditors (ECA) has published a report concerning the Recovery and Resilience Facility (RRF) finding that, while the program has met most formal milestones and targets, its real impact on business environment reforms remains limited.
The auditors consider that the RRF has only partially tackled the structural challenges identified in the country-specific recommendations (CSRs), leaving many persistent issues unresolved. Roughly one-third of the completed measures have delivered significant, measurable progress toward addressing the CSRs.
The report therefore urges improved coverage of key structural challenges, the development of a more comprehensive framework for evaluating results, and better alignment between the RRF, other EU policy tools, and the European Semester to enhance coherence and effectiveness.
