ESA approves broadband infrastructure aid scheme in Norway

ESA has approved a State aid scheme to support the rollout of broadband infrastructure in Norway with the objective of providing gigabit network access to all households and businesses by 2030.

The scheme promotes ultra-fast broadband in areas where there is not enough commercial incentive for private investment aiming to ensure nationwide access including in rural regions as well as high speed mobile coverage along key transport routes.

The scheme has a maximum budget of NOK 5 billion. It is provided from the State budget and contributions from local authorities. Counties select projects based on mapping and public consultation conducted by the Norwegian Communications Authority. The aid is granted through a competitive selection procedure.

After assessing the measure under the 2023 Broadband Guidelines ESA concluded that the aid is necessary and proportionate to address gaps in broadband coverage in areas lacking market investment while minimising competition issues  ESA concluded that the scheme is compatible with the EEA State aid rules and therefore raised no objections to its implementation.
