European Commission approves EUR 5 Billion French scheme to support wine and spirits exports to the US

The Commission has approved a French State aid scheme worth EUR 5 billion to facilitate the export of wines and spirits to the United States. The measure, implemented under the existing Cap Francexport re-insurance regime and managed by Bpifrance Assurance Export, will be in effect from 8 May to 8 July 2025. It aims to mitigate export credit risks that are currently non-marketable on private insurance markets, in light of upcoming US tariffs on EU products.

The Commission assessed the scheme under Article 107(3)(c) TFEU and the Short-Term Export Credit Communication. It concluded that the aid is necessary, appropriate and proportionate to support affected exporters, and that it creates an incentive effect by enabling activities that would not occur without public support. The US announced new tariffs in April 2025, with a temporary pause granted to allow negotiations. The Commission’s approval ensures temporary support for French exporters during this critical period.

EVP Ribera has indicated that “Given the possible EU-wide shortage of export credits to the US during this period, the Commission will apply the same approach to all comparable future cases notified by Member States”.
