Revision of SGEI rules to improve access to affordable housing

The Commission is seeking feedback on a revision of the State aid rules for Services of General Economic Interest (SGEI), specifically to address the growing challenge of housing affordability. There is a recognized need for significant investment to close the investment gap in affordable housing, and State aid measures could help incentivise these investments.

Any interested citizen, business, public authority, or association can participate by responding to the call for evidence and/or completing the public consultation questionnaire until 31 July 2025. Both are available in all 24 official EU languages through the “Have Your Say” portal.

Current State aid rules allow Member States to support access to housing, especially through social housing for the most disadvantaged, with no compensation limits. However, these rules are not well-suited to address broader housing affordability challenges beyond social housing. For this reason, the Commission plans to revise the SGEI rules to better address these issues, encourage more investment in affordable housing, and simplify and clarify existing concepts.
