State Aid Scoreboard published

The Commission has published its 2025 State aid Scoreboard, showing that EU Member States directed around 90% of State aid spending in 2024 towards core EU priorities. Total expenditure fell to EUR 168.23 billion, down from EUR 203.35 billion in 2023, reflecting the continued withdrawal of COVID-19 and Ukraine-related crisis measures.

Environmental protection and energy savings remained the largest area, accounting for EUR 68.82 billion, with growing emphasis on decarbonisation and modernising energy infrastructure as emergency support increasingly gives way to longer-term climate and sustainability objectives.

The Scoreboard also points to strong use of simplified State aid instruments. Measures under the General Block Exemption Regulation (GBER) represented 69% of all active schemes and, together with agricultural and fisheries exemptions, made up the vast majority of new measures, even though they accounted for just over a third of total spending.

Crisis aid dropped sharply to EUR 16.33 billion, while investment continued in research and innovation, regional development, digital connectivity and agriculture, underlining a clear shift from short-term crisis response to strategic, growth-oriented support across the EU.
