Support for Norwegian rail freight after Otta bridge closure approved

The EFTA Surveillance Authority (ESA) has raised no objections to a Norwegian State aid scheme to compensate rail freight operators for losses suffered due to the closure of the Otta railway bridge earlier this year.

Following safety concerns, the bridge was closed on 21 January 2025, after structural movements caused by erosion and severe weather conditions. This disruption significantly impacted freight traffic along the Dovre Line, resulting in economic losses for rail operators.

The approved scheme will compensate operators for losses directly linked to the closure. It aims to support the swift resumption of freight services after the bridge’s reopening on 7 April 2025.

ESA found the measure to constitute State aid but confirmed its compatibility pursuant to  Article 61(3)(c) of the EEA Agreement (which corresponds to Article 107(3)(c) TFEU). The aid will be financed through Norway’s 2025 State budget and managed by the Norwegian Railway Directorate, which will issue detailed guidelines to ensure transparency and prevent overcompensation.
