Formal investigation into alleged state aid to Norwegian Vy Buss AS 

The EFTA Surveillance Authority (ESA) has opened the formal investigation procedure into alleged State aid granted by the Norwegian authorities through the Vy Group to its wholly owned subsidiary Vy Buss AS.

The Vy Group (Vygruppen As) is owned by the Norwegian State and operates railway passenger-transport services in Norway. The investigation, sparked by two complaints, concerns (i) a capital injection of NOK 1 billion into Vy Buss from the Vy Group in 2018 and (ii) a loan granted by the Vy Group to Vy Buss for the acquisition of Flybussarna AB. This decision follows a related investigation launched in May 2023, concerning compensation granted to the Vy Group through public-service obligation (PSO) contracts.
