Alleged aid to PostNord Strålfors A/S – Commission opens in-depth State Aid investigation and invites interested parties to submit comments pursuant to Article 108(2) of the Treaty on the Functioning of the European Union
The decision to open the in-depth investigation in the PostNord Strålfors A/S case was published in the Official Journal today.
Dansk Scanning A/S submitted a complaint on 5th March 2020 regarding alleged State aid in favour of PostNord Strålfors A/S (“PNS”), a subsidiary of the PostNord Strålfors Group AB (“PNS Group”), which is in turn a subsidiary of the PostNord Group AB (“PN Group”), owned by PostNord AB (“PN AB”). PN AB is owned by Sweden (60 %) and Denmark (40 %).
The complainant alleged that several measures in the form of capital injections constituted a single measure, which would have required the approval of the Board of PN AB.
The Commission opened a formal investigation on 24th July 2026 to assess whether:
- The capital injections granted in 2017, 2018 and 2019 to PNS may be imputable to the Danish and Swedish States given the limited size of the capital injections and the fact that they could be decided without any involvement of PN AB. The Commission will investigate further the relevant imputability indicators.
- The capital injections granted in 2017, 2018 and 2019 to PNS were market-conform given the financial results of PNS.
- In case the capital injections granted in 2017, 2018 and 2019 to PNS constitute State aid, they can be considered compatible with the market.
See invitation sot submit comments here.
The non-confidential version of the decision will be made available under the case numbers SA.56622 (Sweden) and SA56621 (Denmark) in the State aid register.
The complainant argued that the capital injections in 2017, 2018 and 2019 constitute a single measure, which would have required the approval of the Board of PN AB.
