Court of European Auditors publishes Special report “State aid in times of crisis”

Today, the European Court of Auditors published a Special report 21/2024 State aid in times of crisis.

The report evaluates the EU Commission’s response to economic disruptions caused by the COVID-19 pandemic and Russia’s invasion of Ukraine, through the adoption of temporary state aid frameworks (2020-2023). While these frameworks enabled swift state aid deployment, they faced challenges in targeting aid, monitoring, and assessing competition impacts.

Key findings include limited pre-assessment of economic needs, weaknesses in monitoring and reporting, inconsistent state aid frameworks, and a lack of transparency about recipients. The report calls for improved oversight, a more consistent regulatory framework, better transparency, and evaluation of state aid’s impact on competition and EU industrial policy objectives, especially in achieving strategic autonomy and a net-zero economy transition.
