State aid rules on guarantees need an update
The Commission has concluded that the State aid rules on guarantees remain relevant and effective, as they enhance predictability and legal certainty. Nonetheless, updates and simplification are needed.
According to the Staff Working Document (SWD) published today, the 2008 Guarantee Notice still serves its purpose but could be improved in areas such as estimating aid amounts, reducing complexity for SMEs, and ensuring risk benefits are properly passed on. The evaluation aimed to determine whether the current framework remains fit for purpose and to identify potential areas for clarification and streamlining.
The Commission plans to review the Guarantee Notice in early 2026 to address the issues identified in its evaluation. A call for evidence will be opened to allow stakeholders to provide feedback. The revised version of the Notice is expected to be finalised by June 2027.
