Commission adopts Clean Industrial State Aid Framework (CISAF)
On 25 June 2025, the European Commission adopted the Clean Industrial State Aid Framework (CISAF), which replaces the Temporary Crisis and Transition Framework (TCTF) and applies until 31 December 2030. The CISAF defines the conditions under which Member States may grant aid in support of clean energy, decarbonisation, and clean technology, in compliance with EU State aid rules.
The framework introduces simplified procedures for the approval of aid schemes and individual aid measures in five main areas: the deployment of renewable energy and low-carbon fuels, temporary electricity cost relief for energy-intensive users, decarbonisation of industrial installations, support for clean tech manufacturing, and de-risking of private investments in eligible projects.
The CISAF includes a fast-track mechanism for aid supporting renewable energy and low-carbon fuels, such as hydrogen. It also covers flexibility and capacity mechanisms to ensure secure electricity supply and facilitate the integration of intermittent renewable sources.
Electricity price support may be granted to energy-intensive users particularly exposed to international competition, subject to decarbonisation commitments. Aid for decarbonisation investments may take the form of fixed amounts (up to EUR 200 million), funding gap support or competitive tenders. The framework also permits support for manufacturing capacity related to net-zero technologies as defined in the Net-Zero Industry Act, including the processing of critical raw materials.
Additional support may be provided for projects in less advantaged regions, as identified in regional aid maps. Tax incentives may be used to encourage demand for clean technology by accelerating cost deductions for such investments.
The CISAF shall operate alongside the existing Climate, Environmental protection and Energy Aid Guidelines (CEEAG) and the General Block Exemption Regulation (GBER).
