ESA’s First CISAF approval: Norwegian aid scheme for floating offshore wind projects
The EFTA Surveillance Authority (ESA) has approved Norway’s new State aid scheme to accelerate the development of floating offshore wind under the Clean Industrial Deal State Aid Framework (CISAF). The measure supports small-scale demonstration projects that aim to reduce costs and drive innovation, paving the way for larger and more competitive floating offshore wind farms in the future.
This is the first aid scheme assessed and cleared by ESA under the CISAF rules.
The wind support scheme will be administered by Enova, backed by up to NOK 10 billion and will be awarded through competitive bidding rounds. The scheme will run until 31 December 2030 and replaces the existing 2023 programme under the then applicable Temporary Crisis and Transition Framework (TCTF). ESA has confirmed that this scheme complies with EEA State aid rules.
