Foreign Subsidies Regulation: Commission opens in-depth investigation into construction of Lisbon railway line
The Commission has launched an in-depth investigation under the Foreign Subsidies Regulation into potential market distortions linked to Chinese state-owned company CRRC in a Portuguese public tender for light rail vehicles. The Commission’s preliminary assessment found sufficient indications that CRRC Tangshan Rolling Stock Unipessoal may have received foreign subsidies granting it an unfair competitive advantage in the bidding process.
The investigation will determine whether these subsidies distorted the EU internal market. It stems from a notification by a consortium led by Mota Engil, which includes Portugal CRRC Tangshan Rolling Stock Unipessoal as a subcontractor. The consortium took part in a Metropolitano de Lisboa tender launched in April 2025 for the new “violet” metro line.
